Image conversion

As a user when I add a template to a page that contains images and click on the save to LMS button the s3 images are converted into LMS images. But when I refresh the tool and open the same page again the URL in the images were pointing to the s3 endpoint.

As a user when I add a template to a page that contains s3images and click on the save to LMS button the s3 images should convert into LMS course images. When I refresh the tool and open the same page again, the URL in the images should point to the LMS endpoints
